The City's Berm Reduction Program is part of the City's annual winter maintenance program. The City of Big Bear Lake offers berm reduction services for residents only. Commercial businesses and private home rentals are required to provide their own service.

The program sets out to reduce the berm caused by the snowplows- it is NOT a berm elimination program.

To participate in the program, homeowners can purchase orange snow poles and place one on either side of their driveway approach. You can purchase a set of two (2) poles at City Hall, or you can purchase them from any retailer. If you plan on purchasing at City Hall, please note that snow poles can only be sold to residents, no businesses or properties on the private rental program may purchase snow poles because they are exempt from the program.

The City of Big Bear Lake owns, operates, and maintains three (3) beautiful parks within our City limits - Boulder Bay Park, Veteran's Park, and Rotary Park. All three of our parks are open to the public and are operated on a first come first serve, they cannot be booked for private events, however, the public is welcome to assemble in a large group at the park for a birthday or wedding if desired. Propane BBQs are permitted at City parks, but solid fuel BBQs (i.e. charcoal) are not permitted due to potential fire issues associated with improper hot charcoal disposal.

As you enter Big Bear Valley from Highway 18/330 Boulder Bay Park is one of the first sights you see. With a beautiful view, nestled among the boulders of Big Bear Lake, Boulder Bay Park offers picnic tables, a gazebo, open space, and meandering trail and restroom facilities.

Launch a human-powered, hand-carried vessel from the shoreline for a relaxing day on the lake at this location. Acceptable vessels include Stand Up paddleboards, kayaks, and canoes following inspection and permitting from the Municipal Water District (MWD). Inspections and permits may be obtained from the MWD Office, the West and East boat launch ramps, or any commercial marina

 At the termination of the Knickerbocker Creek Trail looking across Big Bear Lake to the Discovery Center is a park echoing the Big Bear community’s dedication and respect to the members of our Armed Forces. As you enter Veteran’s Park through the Memorial Archway family markers serve as remembrances for former service members and the lakeside gazebo offers a location for reflection. Annually the Memorial Day Ceremony is held at Veteran’s Park.

Just outside Big Bear Village Rotary Park also offers views of Big Bear Lake, restroom facilities, benches and additionally has a playground area for children. Launching of human-powered or hand-carried vessels is also permitted along the Rotary Park shoreline.


The City of Big Bear Lake maintains three (3) trails within the City limits - Happy Hills Trail, Knickerbocker Trail, and Rathbun Creek Trail.

Happy Hills Trail is a 1,100 foot-long ADA accessible paved creek-side trail equipped with picnic areas and a restroom facility, conveniently located along the western edge of the Big Bear Lake Civic Center (39707 Big Bear Boulevard). A future goal of the City is to extend the Happy Hills Trail with the existing United States Forest Service (USFS) trails within the San Bernardino National Forest.

Knickerbocker Creek Multi-Use Trail


The Knickerbocker Creek Multi-Use Trail consists of a 1/2 mile long open-space that provides non-motorized access to the Village and the lakefront. The trail is a 2-lane paved bicycle path that offers a perfect mode of transportation throughout the Village.

Rathbun Creek Trail

The Rathbun Creek Trail is a high-priority project in the Big Bear Valley Pedestrian Bicycle Equestrian Master Plan (Adopted June 2013) and will hopefully encourage the use of alternative modes of transportation up to and through the Moonridge business corridor. This trail has been and will continue to be, constructed in multiple phases as an improved creek-side trail with picnic areas and multi-use facilities located along Rathbun Creek. At full build-out, the Rathbun Creek Trail will extend from the shore of Big Bear Lake to the San Bernardio National Forest.

Plan Check Process

Prior to submittal of plans and specifications for Building & Safety plan review, projects must first be evaluated by the Planning Services Division (Please see the Planning Services Division’s web page to learn about their requirements or call (909) 866-5831 and ask to speak to a Planner). If you are planning to enlarge, modify, repair, convert the use, move or demolish an existing building, portions thereof, or the mechanical, electrical, or plumbing systems or to construct a new building or other structure, it is recommended that you first consult with the Planning and Building & Safety Divisions. Please feel free to visit the Planning & Inspections counter Monday through Friday, 8 a.m. - 5 p.m., for any questions.

All residential and commercial plans submitted for plan check must meet the minimum requirements:


Once the Building & Safety plan review is complete and you have completed all processing required by other agencies having jurisdiction over your project and have forwarded those approvals (and/or receipts showing payments of fees when required) to the Building & Safety Division, your project will then be ready for permit issuance. Permits are issued to properly licensed contractors and to owners of residential properties (or their authorized agent) for any or all types of construction work on a residential structure. Property owners of non-residential facilities may apply for a Building Permit only and permits for Mechanical, Electrical, and Plumbing work (or other types of work when required by the Building Official) will only be issued to contractors that are appropriately licensed to do the type of work involved in the permit.

In general, each construction project typically requires multiple inspections. At the time of permit issuance, your plans will be stamped as reviewed and you will be issued a project “Job Card.” Your job card and approved plans should be kept in a safe location, away from the sun and weather, and must be made available to your inspector at the time of the inspection. The inspector will record the results of your inspection in the job card and if necessary, issue a correction notice for items that must be completed before the next phase of work can begin. If you have any questions concerning the inspection it is best to speak directly with your inspector.

Once your work is ready for inspection, be sure to arrange at least one business day in advance for your inspection. Please, however, be aware that the workload for the inspectors may require a longer lead time for your request. When requesting an inspection you will be asked by the Building & Safety staff for your address, your permit number, and the type of inspection you are requesting. Administrative Citation – City of Big Bear Lake Municipal Code Section 17.03.315.L(2)(3)(4) provides for the issuance of administrative citations for City of Big Bear Lake Municipal Code violations. Section 4.01.100 provides for the issuance of administrative citations for City of Big Bear Lake Municipal Code violations and describes the penalties relating to vacation rental violations. These penalties range from $500 to $10,000. Penalties for non-Vacation Rental violations of the Municipal Code range from $100 - $1000. These penalties are cumulative, and citations may be issued each day the violation exists. A warning (if issued) does not incur a penalty and is not appealable. If a warning citation includes a compliance deadline, then the violation(s) must be corrected by that date to avoid citations and penalties.

Payment – Payment must be made in full within 30 calendar days of the issuance of the citation. Payment may be made online at or mailed to the address below. Do not send cash. To Find Your Citation Online – go to and pick “Administrative Citation”.  Then pick “Citation and Date”.  When you type in the citation number, do not use and spaces or dashes.  The date is based on the “service date”, which can be found by the signature line on the citation.

Order to Abate Violations The Responsible Party is hereby ordered to abate violation(s) listed above. Violation(s) must be abated immediately unless a specific correction date has been provided above.

Consequences of Failure to Pay the Administrative Penalty - If payment is not received within 30 calendar days of the issuance of the citation, an additional late fee of $25 will be added to the amount due.

Right of Appeal – An administrativce citation may be appealed by filing an appeal with 30 calendar days of the issuance of the citation. Please do not contact City staff requesting a citation be dismissed, or to argue your side of the case. To file an appeal, a Notice of Appeal and deposit payment must be entered at or mailed to the address above within 30 days of the issuance of the citation. The Notice of Appeal must include the reasons for the appeal. Except as provided below, the failure to depost 25% of the citation penalty amount shall render the appeal incomplete. The responsible party shall then be responsible to pay the total amount of the penalty. A Notice of Hearing date will be issued upon processing of the appeal request. Note: at the hearing, the City may seek recovery of the administrative citation penalty and adminsitrative costs associated with the hearing, as provided by the Municipal Code. If you have been issued an administative citation and are unable to deposit the penalty amount at the time of filing the Notice of Appeal, you may request an advance deposit hardship waiver form available at This form must be filed with the Notice of Appeal and within 15 calendar days of the issuance of the citation.

Consequences of Failure to Pay the Penalty Amount and Correct Violations – The failure of any person to pay the penalty assessed by the administrative citation within the time specified on the citation or on the invoice from the City or its designated collection/processing agent may result in the notification of the State Franchise Tax Board, or any agency pursuing legal remedies to collect the unpaid penalties. Payment of the citation does not relieve the responsibility to correct the violation(s) and shall not bar further enforcement action by the City.
