A General Election is held in Big Bear Lake in November of every even-numbered year for the purpose of electing City Council Members. Additionally, ballot measures affecting Big Bear Lake may appear on the ballot. The City consolidates its election activities with those of the San Bernardino County Registrar of Voters Office which provides for voter registration, ballot materials, polling places, and other critical elections functions. Other Special Elections may be held when necessary.


CITY COUNCIL ELECTIONS
 
Depending upon the election year, two or three Councilmembers are elected for a four-year term. These individuals are elected by the registered voters within their residential districts to represent the interests of the City as a whole. Depending on circumstance, other City Council offices may appear on the ballot to fill unscheduled vacancies or recall efforts brought forth by the Councilmember's respective constituents.

BALLOT MEASURES

Ballot measures affecting Big Bear Lake may be specific to Big Bear Lake, or they may be part of a countywide initiative. The Big Bear Lake City Council may add a measure to ballot, or a measure may be added by a citizen or entity who submits a qualifying petition.

The Big Bear Lake's City Clerk's Office is the receiving agency for petitions for the placement of Big Bear Lake-specific measures on the ballot. State law governs the timing and form of ballot measure petitions, and potential proponents are strongly encouraged to contact the City Clerk's Office for more information before undertaking petitioning activity.

Residents interested in running for office are encouraged to contact the City Clerk's Office early for information about required paperwork and filing deadlines. The City Clerk offers appointments to discuss the prospect of running for office with any interested resident.

Candidates must be registered to vote in the city of Big Bear Lake, and must reside within the district in which they are running to represent. Individuals who intend to run for office must file certain Fair Political Practices Commission (FPPC) forms with the City Clerk's Office before soliciting any campaign contributions or making any campaign expenditures. In order for a candidate's name to appear on the ballot, the candidate must obtain candidate materials from the City Clerk's Office, and submit all required nomination paperwork, including a petition signed by other city voters within their district, during a specified nomination period. Other filing requirements include FPPC forms disclosing certain economic interests, and information about campaign contributions and expenditures.


VOTER ELIGIBILITY AND REGISTRATION

In order to be eligible to vote in California, an individual must be a United States citizen, a resident of California, and 18 years of age or older on Election Day (16- and 17-year-olds may pre-register). In order to vote in a Big Bear Lake election, or nominate a candidate for a Big Bear Lake elected office, an individual must be registered to vote at a residential address in Big Bear Lake.
