The City Clerk/Human Resources Department is made up of three distinct divisions:

The City Clerk of the City of Big Bear Lake serves as a liaison between the public and the City Council and is the local official who administers democratic processes such as elections, local legislative actions, and access to City records, ensuring transparency to the public. The Human Resources Department works jointly as a strategic partner with all City departments. It has the primary role of supporting the City of Big Bear Lake organization by providing services related to human resources management.
