California Community Redevelopment Law (Health and Safety Code Section 33000 et. seq.) governs the creation and activities of redevelopment agencies while also providing the authority and implementation provisions necessary for the redevelopment process to enhance and revitalize urbanized areas of our communities.  With authority granted by the voters of the State of California, redevelopment agency revitalization activities are financed through the use of tax increment financing for the benefit of the redevelopment project areas.

The primary goal of redevelopment is to rebuild and improve neighborhoods and business districts that already exist, rather than build new ones further away from cities and towns.  By revitalizing already urbanized areas, redevelopment allows us to improve developed areas rather than create more suburban sprawl. Understanding that each community has its own unique rebuilding challenges, the CRL requires every community to develop long-term planning goals, programs and funding strategies that are right for the community.  Therefore, every redevelopment project area is created, adopted and carried out locally.

By working together with the local redevelopment agency, local residents and businesses can achieve substantial positive changes for their neighborhoods and business districts, including the reversal of negative or adverse physical and economic blighting conditions.  A positive and proactive redevelopment program encourages new investment, both public and private, in the physical environment, creates housing that is affordable to low and moderate income residents, attracts new jobs and businesses, and helps to create open space and “people places”.

The Big Bear Lake Improvement Agency established two (2) improvement areas (Big Bear Lake and Moonridge) in 1983 that will expire in 2026.  The primary improvement area is Big Bear Lake, which incorporates most of the commercial corridor along Big Bear Boulevard from Cienega Road to Division Street as well as substantial portions of the “Village” shopping district, the northern portion of Moonridge Road and the “China Gardens” area. The Moonridge Improvement Area is relatively small, located along the southerly portion of Moonridge Road beginning at the Club View Drive “Y” and incorporating the Big Bear Golf Course and Bear Mountain Ski Resort.  In addition to providing new affordable housing opportunities, the primary focus of the Agency is to incentivize reinvestment in the redevelopment of commercial properties and guiding the economic development and build-out of the City’s primary commercial business districts.
